Lead Physician EMPEX Services
Dr. Wheeler in an emergency medicine physician on staff with the Vancouver Island Health Authority (VIHA) holding appointments with the University of British Columbia and the University of Victoria as a clinical associate professor. Dr. Wheeler’s areas of special interest are air medical transport, trauma, high altitude medicine, and emergency medical services. Dr. Wheeler has been an executive medical director for VIHA and is the medical director for British Columbia Air Ambulance. He was instrumental in developing and implementing the innovative Autolaunch Program at British Columbia Air Ambulance, the first of its kind in Canada. In 2009 Dr. Wheeler successfully achieved “Regional Accreditation” of a Trauma System for VIHA with the Trauma Association of Canada, the first accreditation of a region in Canada. Dr. Wheeler has been recognized as a leader in trauma system development and has been a member of the British Columbia Trauma Advisory Committee for ten years.
In the area of telemedicine he has 14 years of experience, and has successfully managed a program providing medical advice to physicians around British Columbia as well as the Provincial Air Dispatch Centre. In addition, he provides on line telephone advice to high altitude mountain guides in such areas as the Himalaya.
Dr. Wheeler is also active clinically and enjoys teaching. He often conducts seminars and lectures with the Island Medical Program’s third and fourth year students, and provides clinical teaching in the emergency departments with residents and interns in Victoria. Dr. Wheeler strongly believes that maintaining clinical competency requires direct exposure to clinical problems. In the last ten years he has provided clinical education of military physicians, physician assistants, and civilian physicians from rural British Columbia. Dr. Wheeler maintains hospital privileges at Highland Hospital, a large academic teaching hospital in Oakland, California, where he is involved in teaching emergency medicine residents.

Dr. James (Jim) Goulding in an emergency medicine physician on staff with the Vancouver Island Health Authority (VIHA) holding appointments with University of British Columbia (UBC) and the University of Victoria as a clinical associate professor. In addition to clinical practice, Dr. Goulding is active in medical education at the undergraduate and postgraduate levels as emergency department site director for resident and medical student training. He has a special interest in training of physicians and medical providers in rural/remote locations. Another key focus of practice involves pre-hospital care systems. He is the Vancouver Island region medical director for British Columbia Ambulance Service. Recent projects include a highly successful student training system and lead site development for pre-hospital MI management. Dr. Goulding has 29 years clinical experience and has served as chief for three large emergency departments and as residency training director. He has been involved in PA tele-support and training since 2001
